The sheer frequency in which this story gets recycled almost makes me believe there's a campaign behind it.
Of course, these takes are always lukewarm, as there were no such plans. Qadhafi was incoherent and paranoid with shifting megalomaniac ideas without a realistic plan.
The "unification of Africa" is a perfect example for that.
Yes, he did some ramblings about that (as he did about many other things), but there simply is no evidence whatsoever he ever made any concrete steps in that direction. But they never look into that & don't care.
This isn't some small project, it would even be difficult if you'd see strong efforts in every African country to make it happen.
Look at pan-Arabists, they only managed to unite Syria and Egypt shortly, and that didn't fail because of NATO or whatever.
But sure, the dude who in the first decade of his rule invaded the neighboring (African!) country Chad who had massive anger issues and an ego as big as the moon, who constantly changed his stance on issues surely was shortly before uniting Africa + defeating Western imperialism.
I'll also plug this thread on why Qadhafi should not be seen as a role model in any way by leftists:
