can register ur car, that means people simply couldn't get cars & then park them on the street en masse

Your response didn't disprove anything I said, u said slots for visitor parking should be made mandatory instead of letting market forces play a role, when u mandate parking u have people who don't own vehicles subsidizing those who do. In apt's the per
unit cost rises because developer has to find land for gov't mandated parking, lay the asphalt & paint for the parking lot, build an underground parking lot if he can't find more land. All these costs he passes onto residents of the apt whether they own a vehicle or not or wanted
the parking spot or not, it is ultimately reflected in the unit price.
