This is a Trojan horse.
You must show appreciation for the things they are doing well. Even if there isn’t one, find a way to formulate one and praise them for it.

3 Don’t Criticize, Suggest
Rather than say: “your manager should pay you guys more” say: “but I think if you guys were paid $5 instead of $1 it would be help you work more efficiently”

This way you make the manager look bad for their supposed “poor” choices while working on the person’s bias (everybody wants more money) to make them look bad. You also make yourself look good because after all, you’re the one who wants “the right thing”
This works because people are biased and they don’t even know it. They have tendencies they don’t pay attention to. Basically, predictable.
4 Criticize
Once you’ve established mutual dissatisfaction for the person/thing you’re trying to make look bad, you go with heavy criticism.

Once they’ve agreed to the first statement, and start mentioning other things the manager is doing wrong (even though the manager could be doing their job perfectly well) say something like “Your manager is an idiot” in a humorous way.
It suggests the idea heavily, but does not come from a place of resentment (supposedly).
