The problem with Indian elites is that they see themselves as temporarily embarrassed Westerners, so they chase the flashy, high-end markers of success rather than rolling up their sleeves to do the dirty work of improving a country with a $2000 pcGDP.
They are simply not invested in the melioration of India, rather they pursue a form of secession for themselves, physically and/or mentally.
They are roughly analogous to the Bourbon Democrat regimes in various parts of the postbellum South, and it took many years and historical shifts for them to be uprooted.
