This could be a condition called ELEPHANTIASIS (Lymphatic Filiariasis)
Elephantiasis is caused by a class of Filarial worms .
Funny a lot of these worms are spread MOSQUITOES

How does this happens?
Normally in the body including the legs as blood flows, some fluid call Lymphatics accumulate in various tissues.
Some special vessels called Lymphatic vessels help drain this fluid( see green in pic)
This helps maintain a balance of fluid in the body.

These worms go to these Lymphatic vessels and block them. These accumulate fluid and they begin to swell.

Oh yes it can be managed. Such people should be taken to a hospital amd not spiritual homes to see Doctors where appropriate treatment will be given

It's strategy involves providing drugs for population at risk , also measures to limit the spread of these mosquitoes to humans in these areas.

The onus is on all of us to be aware and tell people whem we see it that, this isn't a spiritual problem and many things can be done. Go to a hospital
