1) Authorised apps (Android/iOS) have specific measures to protect them, and it allows, with high degree of certainty, for the infosec team to know who is real and who is not. Data scrapping does not come from it, and attempts to perform system manipulation will be seen easily.
2) Since this is the case, if Elon was really trying to tackle "extreme levels of data scrapping & system manipulation" it would have been extremely easy to allow unrestricted access to Twitter for iOS/Android clients, and restrict other clients until you resolve the issue.
3) Also, regarding the claim of "extreme levels of data scrapping & system manipulation" - seriously guys, are you kidding me? Do I need to spell out for you the toolset you most likely have to handle such risk? It's cybersecurity 101, don't tell me you have it. I KNOW YOU DO!
4) I have been working in this field, from extremely tech positions to CISO roles. Elon, are you telling me your CISO is a shmuck that don't know how to handle one of the most basic risk scenarios? Your tweet is insulting your CISO. If I was him, I would have resigned. Seriously.
5) That leaves us with no other choice than to assume that based on the evidence that, with a 90% confidence interval, Elon is lying.
Why? I can only estimate that it relates the events that take place in France.
