I think the point Yellen should make is that there are two completely separate issues that are easily conflated but shouldn't be. The first issue is US-China relations, and both countries must work to improve them.

Unfortunately, given the way China has positioned itself within that global trading system, it will be impossible to do this without seriously affecting the Chinese economy, but in fact these are two separate issues.
