Japan-Taiwan "2+2" foreign affairs and defense dialogue, July 27.
Since China would be unhappy w anyone who holds govt-to-govt talks with Taiwan, TW-Japan do the next best thing: dialogue between their ruling parties.
This year they meet in Japan's LDP's HQ for the 1st time. /1
Japan reps provided some reassurance: reiterating support for Taiwan's participation in international organizations, e.g. WHO, IPCC, ICAO, INTERPOL.
Taiwan reps proposed Japan consider legislating a 'Taiwan Relations Act'. Japan reps answered they have considered it and... /2
they understand the main spirit of Taiwan side's desire
It probably means 🇯🇵 passing a single TRA legislation would be too provocative to Beijing, but Tokyo will seek opportunities to disaggregate TRA into elements, then legislate or otherwise mandate them in #piecemeal ways./3
i.e. Similar positives for Taiwan, less negatives from China.
With photo-ops like this, meeting agenda and what they can & can't agree on would have been worked out by their respective staff behind the scenes beforehand anyway. So it's not about breaking new grounds. /4
So meetings are more about:
1. Project symbolism thru visuals.
2. Create path dependency & sustain momentum to get path inertia & red tape.
3. Reduce cost for other colleagues (both domestic politicians + other foreign governments) who want to follow suit in engaging Taiwan./5
