I could write a volume, but will make just a few points. You can follow Prof. @abandopa for other views.
1. The funds crunch is not just at IITH, but at all IITs. The crunch is not only in R&D funds, but also in operating budgets. Universities are in much worse shape. 1/n

2. It is NOT a one-time issue, but part of a systematic evisceration of STEM R&D and education by the current government. R&D expenditure was 0.9% of GDP in UPA, and is now 0.65%. China spends 2.5% of its GDP on R&D. The PM apparently thinks that R&D expenditure is a waste. 2/n
3. There is too much emphasis on pomp and propaganda. Almost every other day, at IITH (and elsewhere) there are quiz contests, essay-writing competitions, pledge-takings, selfie-uploadings -- in short, everything other than our core activities. All driven from the top. 3/n
4. Many announcements are made about XYZ initiative, but once the photo-op and PR are over, no money is actually released.
5. Fortunately *some* enlightened industrialists are now filling the breach, though more need to do so. 4/n

In short, the picture is quite bleak and not getting any better. India is falling farther and farther behind in cutting-edge technologies.
