‘We must understand that we cannot achieve KHALISTAN unless we have inspired the comity of nations and the peoples of the world to act simultaneously in vacating the Terror visited upon us and advocating conditions in which that terror can be permanently abated.
Such an International stance is only possible if we enjoin to the Sikh Cause a political meaning. Sadly, that we have yet not been able to do.
However, once the political edge has been enjoined, we cannot think of or talk about or campaign for one single KHALISTAN.
We have to emerge as the vanguard movement for various “KHALISTANS" for various peoples of South Asia.
In effect, we have then to campaign for REORGANISATION OF POWER STRUCTURES IN SOUTH ASIA.
That concept gives us a definition of Khalistan that is universally understood and accepted - that State which establishes links between the human and the natural environments by promoting decentralisation of authority and re-tribalisation of human community is Khalistan.
That these ideals are also enshrined in the Sikh tenets is both our privilege and also responsibility.’
