NEW: Fresh Blinken message to all State Dept staff
—“no reoccupation of Gaza…no reduction in the territory”
—acknowledges deep internal tensions, “we’re listening: what you're sharing is informing our policy & our messages.”
—moving towards two states can’t wait til post-war
He highlights Israel’s pauses + corridors to the south & calls images from Gaza “wrenching.”
But no detail here on what more he’s doing to shield civilians (his stated goal) or to plan for Gaza’s future, just a vague reference to “a sustained mechanism” for reconstruction.
We recently revealed:
—UN data showed Blinken overstating how much aid went in
—US officials see little postwar planning & counterterrorism staff are internally warning of huge radicalization
—State’s humanitarian envoy suggested moving Gazans into Egypt

Story w @Rowaida_Abdel.
More from Blinken today:
—his objective is ending conflict+ensuring no Oct 7 again (no hint of changing support to Israeli campaign)
—“We believe in Palestinian-led governance of Gaza w/ Gaza unified w/ the West Bank”—direct clash with Israeli statements
@Rowaida_Abdel Also notable: “No attempt to blockade or besiege Gaza”
The US hasn’t imposed consequences for Israel’s siege of Gaza, which is making the fuel+water situation unlivable. It has a 16-year precedent of accepting a blockade. And it’s striking to say “attempt” versus just a hard no.
@Rowaida_Abdel Noting this is “stronger language” than Blinken’s public statements, a State Department official told me they think the Secretary of State “gets a longer leash for internal communications” from the White House because “there is so much dissent here.”
