"TECHNIQUE" in football is often misused in my opinion. Technique is executing a movement in a goal-oriented and economic manner. This applies to all movements, not only kicking the ball. There's technique to duels, running, heading, ...
GOAL-ORIENTED: Coordinating the movement towards a goal; scoring, winning the ball, making a save, ... ECONOMIC: Wasting as little energy as possible when making the coordinated movement
Calling a player "technical" is in my opinion an oversight, often referring to their skillset on the ball. A more inaccurate gradation is using subjective aesthetics to determine the "technical" quality of a player.
