🧵 As the humanitarian catastrophe in #Gaza worsens by the day, the EU 27 leaders (#EUCO) unanimously adopted a new unified position
Considerable double standards persist, little/no consequences "threatened", but there are some improvements as compared to previous texts... 👇🏽
1⃣ First call is for a "humanitarian pause leading to a sustainable ceasefire"
They spent months fighting over "humanitarian pause or pauses", now all seem on board for a ceasefire - with caveat of what "sustainable" may mean to each state
Note: IHL applies, ceasefire or not
2⃣ Renewed condemnation of Oct 7 attacks, call for unconditional release of hostages, etc. All sacrosanct calls, made from day 1.
Note: "Hamas and other armed groups must immediately grant humanitarian access to all remaining hostages". Match against...
3⃣ ...the language on humanitarian access to Gaza. Who should grant it? Who is preventing it?
Not a mention of "Israel" in the paragraph - let alone reference to starvation as a weapon of war and collective punishment as war crimes.
4⃣ After more impersonal calls for "immediate measures" (to be taken by whom?) to prevent further population displacement and provide safe shelter for civilians, Israel finally mentioned in a warning (to what consequences?) not to undertake a ground operation in Rafah
5⃣ Definitely better language urging accountability for IHL violations (but ICC not mentioned), and reference to (whose?) obligation to abide by ICJ order
Double standards on sexual violence: "grave concerns" for UN report on SV on Oct 7, none for SV against Palestinian women
6⃣ #UNRWA's services recognized as "essential", rest of the language lukewarm at best
Given such essential role, they should all resume, increase funding to UNRWA, condemn and act upon Israel's restrictions/attacks to humanitarian aid/personnel: hrw.org
7⃣ Firmer language on #WestBank: EU leaders condemn "extremist settler violence" (targeted sanctions on their way), urge accountability (wishful thinking), condemn settlements expansion
But make no mistake: this is not a few bad apples. It's a state policy, and it's apartheid
8⃣ After a par. on regional actors, closure on the "two state solution"
But without emphasis on accountability for the conflict's "root causes" - incl. structural discrimination & oppression, impunity, war crimes - hard to foresee a credible peace process and a lasting solution.
