i think this is empirically false
mockery is extremely effective at convincing undecideds in particular by perhaps credibly demonstrating that
1. affiliation with a position will lead to status attacks
2. ppl affiliated with that position are not dominant enough to retaliate
agree with the first part, second part I'm not sure i do; public result maybe the same but not the private one

as a moral matter i think there are probably circumstances where mockery is justifiable or even an active good and circumstances where it is the opposite of each, and some kinds of mockery are better than others, generally
tit for tat rules and prudence apply
one potential framing is that essentially mockery tends to be best deployed
* in response to a party which
* presumes
* to assert power over you
consider that
* proactive mocking is usually unprompted aggression
* mocking a party that _actually_ has coercive power over you is dangerous and often foolish
* mocking someone who, only, clearly would _like_ to coerce you is a credible signal of defiance
mocking someone who intimates that they have coercive power forces them to either put up or publicly bear insult, which makes it common knowledge that they are unwilling or unable to defend themselves against you, and that their pretense is empty
this poster for example told me i "should be scared"
it is entirely reasonable for one in such circumstances to express contempt of their hostility, and possibly important to not be cowed by such threats lest one invite more upon themselves
