In theory, both options have pros and cons. One might say history tells a story one way or the other, but that’s what history is: a story agreed upon. It’s an appeal to power, not a justification for it.

Absolutely diffuse managed democracy is not democracy at all, because there is no management. If all are managers, none are.

Absolutely concentrated managed democracy is as effective - that is, as true as possible to its spirit of uplifting the people to the Good, the True, and the Beautiful - as it is clear precisely who the managers are. The more hidden from view they become, the less effectively democratic it is.

You can see that this is true in the ironic posture of the Inner Party of the Regime - the party of Democrats - abandoning even the premise of democracy, even as they claim to champion it. Their actions reveal what they believe. I wouldn’t be surprised if they eventually cease to even pay lip service.

Things are moving too quickly for them, the board is stacking against them, and they are, little by little, having chipped away from them even the instinct to preserve the pretenses of their magical Sacred Word.

They have stopped building things. One cannot govern if one does not build. Sitting in the pilot’s chair as a plane crashes is not flying a plane. One cannot squeeze blood from a stone. Their project is doomed to fail.
