As you know liquor doesn't come under GST
VAT and Excise are charged on Liquor and this tax is decided by State Govts. So its major source of revenue for State govts specially for govt like Delhi that spends huge money on Freebies

This liquor policy brings liquor revolution in Delhi
Average monthly liquor consumption during old policy was = 13.2 Million liters
But after new policy, it shoots up to = 24.5 Million Lt
So in Delhi, Liquor consumption increases by 80%
