Change in State of Delivery (CISD) means Initial Shift in Price , a quick Shift in market Direction after Hitting the Higher timeframe Key level.

personally I believe wicks does the damage and body tells the story , so I wouldn't consider wick closures as CISD , you can milk the max out of CISD just by aligning yourself with HTF bias and CISD for continuation entries x.com
CISD is just another kindof orderblock but at the initial point of the reversal which can either a HTF reversal or HTF Continuation cum LTF reversal , this needs some discretionary understanding which eventually comes with chart time
