The USAID Story - How CIA ran shadow administration in India through Ford Foundation, USAID and Congress for Cultural Freedom ๐Ÿ”ฅ
Regime change in India ๐Ÿงต
PART 17
The saga on India's political and economic subversion.
1. The messenger
Chester Bowles was appointed as first US Ambassador to India.
Bowles was no ordinary person. He was tasked with getting Nehru sign on the dotted line to toy the US foreign policy line.
Did he succeed?
Yes
India signed 4 Indo US Technical development support agreement with the US under Prime Minister Nehru in 1951-52!!
It was Bowles who impressed Nehru so much with his Eulogies of the Ford Foundation that Nehru tasked ministry of Education to invite the Ford Foundation President Paul Hoffman to India.
And Paul Hoffman did visit India to start the reign of the Ford Foundation in India as well as Asia.
Paul Hoffman was the administrator of ECONOMIC COOPERATION ORGANISATION was US govt tool to execute Marshall plan for reconstructing the Europe POST WORLD WAR 2.
ECONOMIC COOPERATION ORGANISATION was also a CIA tool for economic intelligence and espionage.
2. The Kalergy Plan
In my thread on Kalergy plan, I have written that Richard Kalergy created the thesis of the unified Europe, which resulted in the formation of the Council of Europe.
Richard Kalergy would request his American friends in CIA and The US State department to help him in implementing his unified Europe thesis.
Result
CIA created American Committee for Unified Europe (ACUE) with future CIA Head Allen Dulles as its Chairman and Paul Hoffman then ECO administrator as its board member.
William Joseph "Wild Bill"ย Donovan, the founder of theย Office of Strategic Services, a precursor to the CIA was its chairman.
CIA and state department both funded ACUE.
Link for my thread on Kalergy plan is at the end of this thread. Please read all the details of Kalergy plan there.
3. The Puzzle named India
Paul Hoffman as an administrator of ECO and later on as the first president of the Ford Foundation had close connect with CIA.
While Chester Bowles who would later on became first US Ambassador to India, had warned Paul Hoffman in a US Congress Meeting that:
"If we loose India just like we lost China to communism, We will loose the entire Asia!!"
This led CIA to task both Hoffman and Chester Bowles to prod India and its Prime Minister Nehru to allow the entry of the Ford Foundation in India.
4. The Village
Nehru was way too happy to welcome Paul Hoffman during his first visit to India.
Within a week The Ford Foundation established its India office at the Ambassador Hotel, Chanakyapuri.
The first program Ford Foundation would envisage for India was "Village level Community development program".
This helped entry of
US Information Services
CIA Congress for cultural freedom
US Agricultural Department
International Cooperation Administration (which became USAID in 1961)
INDO US Technical development support Agreements
INDO US Food grain supply agreement - PL 480
Rockefeller Foundation's agricultural research and development in India
5. The Confusion
As we know that The USAID head William S. Gaud delivered a speech at The Society for International Development conference in Washington in 1968.
The Rockefeller Foundation had considered expanding its programs to India since the late 1930s, when it became clear the Foundation could no longer work in China. At the same time, the Rockefeller Foundation realized it could not work effectively in India until colonial rule ended and turned to work in other countries, including Mexico.
The Mexican Agriculture Program (MAP) served Mexican interests, but always aimed to develop techniques that would succeed in other regions. After achieving independence in 1947, India presented a significant test case for applying MAP tools and techniques outside the Latin American context.
Bellow memo shows that Rockefellers were confused about their timeline to enter India.
In 1954 Edwin J. Wellhausen and Ulysses J. Grant, RF corn specialists from the Mexico and Colombia programs, were invited to evaluate the growth of corn in India. These two scientists, along with Ralph W. Cummings (later appointed director of the RF Indian Agricultural Program), devised an all-India corn improvement program.
This started the US Companies takeover of the seed market of India as there were no companies in India who would produce these new crop variety seeds!!
6. The Loot and Scoot
I have mentioned in previous thread on USAID that how India was looted and arm twisted through PL 480 food grain import agreement.

The Ford Foundation in collusion with
International Cooperation Administration (which became USAID in 1961)

started constructing India's education sector.
Ford foundation issued a grant of 2,25,000 USD to All India Council of secondary education for constructing 500 NEW SCHOOLS and upgrading existing 1500 schools in Rural areas of India.
8. The money shower
In the Coming decade there was hardly any Indian govt. department under Nehru which was not funded by the Ford Foundation grant.
International Cooperation Administration (which became USAID in 1961) was sole issuer of the US govt loans and fundings of the development projects under US Govt DEVELOPMENT FUND ASSISTANCE program and FOOD FOR PEACE program under PL 480 agreement.
Almost all major universities and institutes were flush with US money.
All agricultural Universities were flooded with US experts under USAID, Rockefeller India Agriculture Development Program and Ford Foundation funding.
9. The Plan
So much was the funding and control of the Ford Foundation, USAID, Rockefeller Foundation on Indian Govt policies, Indian Universities, education, health and agricultural sector that first 3 five-year plans of Govt of India would be dubbed CIA plans by then apposition leaders and print media!!
10. The Recruits - 1
Initially The Ford Foundation continued to rely on its American employees deputed in India.
But by the year 1980 it all changed when Ford foundation hired its first batch of Indian employees!!

This entrenched The Ford Foundation/ USAID/ CIA agenda in every nook and corner of India.
Now they had nonprofits founded by Indians, headed by Indians, working in India running their agenda based on the funding received!!
