The problem is not with the policy. The problem is with Government's casual approach to lawmaking. There was no whisper of this scheme and those who have been preparing and waiting for two years for army recruitment feel cheated at the prospect of a 2 years job.
First of all, Covid was a lousy excuse to have suspended the recruitment. You had elections with political rallies of 5L people. Road shows without masks. UP recruited nearly 1L police personnel during this time. So, this pause on recruitment was unfair.
Secondly, as brilliant the scheme is, the government needed to either be ready with the recruitment notification directly or a much better informative approach to this. Easiest would have been army officers on news channels (Hindi and regional) explaining the merits.
Nearly after two years, you have announced that you will recruit. Why not start the recruitment already? Nearly 90% of the protestors would be back to their rooms, preparing. But some Chanakya Neeti.
My grandfather, his elder brother, my bade papa, my father, my cousin and some 10 relatives were/are in forces. My village is at UP-Bihar border where Army recruitment is treated as an achievement for generations. You took away that recruitment for 2 years. That is the anger.
You have suspended (de facto) CAA, withdrawn farm laws, and haven't moved towards NRC, the NPR is slowly being delayed. Now a botched implementation of a genuine reform (which will need major correction in terms and conditions). Because of your arrogance.
BJP's communication strategy worked because it used to bypass the media and speak directly to people. Now it is bypassing everyone and speaking to few in the room who believe it's their service to serve the party to win some civilizational war. 100D chess.
All said and done, the protests in Bihar are backed by RJD, JAP, JDU I.e. every party except BJP. It's a chance for them to break the core vote of BJP. This also ensures that BJP won't ditch Nitish for another two years.
The only way to salvage this situation in my limited understanding:
1. Modiji must address directly. Televised. Explain the scheme. Address the myths.
2. Follow this by having uniformed officers explain it on every news channel & radio.
3. Start the recruitment this month.
Imagine being so far away from the ground and realities that you have to amend your scheme the day you announce it. This shows how the policy was made.
