If someone asks "How do I participate in jihad?" sarcastically calling them a fed is not a good answer.
While some such questions may be bait, there are many genuine youth who really want/need advice.
Asking about this topic is praiseworthy and should be encouraged.
There are many ways that they can be encouraged without taking on any legal risk (although some risk is a necessary part of struggle for the sake of Allah ﷻ).
One of the first and most relevant ways to do this is to advise finding work in a relevant area.
For example, learning cybersecurity skills is a good AI-resistant job where it is possible to work remotely while living in a Muslim country, earn enough to support a family, and the knowledge can be used to support Islamic revival in a number of ways.
This could involve activities deemed illegal by some countries. Or not. It could also be relevant working independently, or with groups that are banned in certain countries.
However, me saying this does not mean that I am advocating such a course of action.
There are other ways to start earning fairly quickly that could be useful one day, including working as a technician/mechanic/machinist, doing media/marketing work, or working in some organizational capacity like management, logistics, or accounting/finance.
If someone has a lot of pressure from parents to study in university, they can at least study a subject that could be useful to future efforts toward Islamic revival, such as chemical or electrical engineering, or in humanities history, political science, and economics.
Youth should also be encouraged to have good awareness of Islamic political movements happening today.
By following news (ideally with good opsec), youth can learn from the efforts of mujahideen and identify deficits.
Understanding these deficits can guide education and career development efforts so that the next generation can be prepared to contribute meaningfully to future efforts when the need and opportunity arises.
If financial means and family situation allows, Islamic knowledge should take precedence over worldly knowledge. Memorization of Quran fortifies the heart and can be a light which carries you through the most difficult tests on the path of Allah ﷻ.
Learning Arabic is essential to understanding Islamic knowledge properly, and for communicating with the ummah, which make it an essential part of pan-Islamic political and military efforts.
Those expressing interest in the path of Allah ﷻ can be safely encouraged in this way.
Learning the fiqh of politics and warfare can also be valuable. For example, reading the Siyar of ash-Shaybani, rahimullah, could be a good suggestion for those interested in striving for the sake of Allah ﷻ.
We can also encourage a mindset of viewing the kuffar as spiritually and physically impure and cursed, hating imitation of them and their culture, and understanding that proximity to them can also be a means the l'an of Allah ﷻ descending on us.
Likewise, we can cultivate pride in Islamic culture and traditions, and striving to be near those who are actively working toward the restoration of Islamic political authority - in short, love and hate for the sake of Allah.
We can also encourage each other to make du'a for the mujahideen. This does not require naming specific groups. Rather, they can be described in general terms like "those who are fighting the disbelievers to make Allah's word the highest."
Youth can also be encouraged to prepare mentally and physically. Becoming a mujahid means being prepared to sacrifice your life for Allah ﷻ, so you can begin by sacrificing unnecessary luxuries as part of a process of detaching from the dunya.
This could mean giving up a habit like eating sweets or playing games and instead giving the money as sadaqa, or saving it for possible future travel and equipment expenses, or for migrating to an area closer to the areas of active ribat, or more conducive to seeking knowledge.
It's also possible to engage in physical training like long hikes with heavy packs, pushups, and forming or joining wrestling clubs. In some areas/social contexts, it may be possible to legally learn how to disassemble, assemble, clean, maintain, and operate firearms.
Where this is not possible, there is still psychological value in practicing archery, even if it's with a toy bow and arrows, because it can train focus, breathing discipline, and hand-eye coordination. Pellet guns or knife and hatchet throwing have similar benefits.
It can also be beneficial to read the case files of Muslims who have been arrested to understand the mistakes they made and the operational methods of the kuffar. It may be good for some to move carefully and stay "off the radar" as long as possible.
None of this advice requires venturing into legal grey areas, let alone actual activities or speech which are banned by the authorities in some countries.
The extremely high prevalence of spies and paid informants among Muslim communities is a control mechanism.
These measures are designed to terrify Muslims into submission. One expression of this submission is to be afraid to even talk about or encourage each other to fulfill our military obligations as Muslims.
Speech propagates thoughts, thoughts lead to actions.
Calling to struggle in the path of Allah is an essential aspect of enjoining the good and forbidding the evil, which is a core element of iman. Therefore, attempts to stifle this tendency are a direct attack on our iman.
We must resist and counter such attempts.
The measures I described above are resistance, because they involve finding the limits and still supporting and preparing for struggle in the path of Allah despite the psychological terror campaigns.
However, we can also counter these efforts.
If the kuffar attack us by a method, we can attack them by the same method. The basic principle of the anti-Islamic psychological terror campaigns is to terrify Muslims into becoming submissive, politically neutral, or democratic (ie. seeking change through non-military means).
In the same way, we can terrify the kuffar into submission by highlighting and spreading news that terrifies them.
This can also be done legally, for example, emphasizing their failures in the Iraq and Afghanistan wars, the economic loss, how it only intensified militancy, etc.
We can remind the kuffar of specific incidents in legal ways, for example "It's such a shame that media outlets like Charlie Hebdo have to behave in a way that is so offensive and disrespectful it provokes Muslims to the extent that they undertake radical actions."
Or "It's so sad that innocent lives were lost in the World Trade Center. If the US were to cease support for Israel and implement a less aggressive foreign policy, perhaps such incidents could be avoided entirely."
Positive means are also an important part of the strategy of rendering the enemy submissive. When it comes to Muslims, it means rewarding submissive Muslims with jobs, peace, and security.
We can also implement this by emphasizing how Muslims never harm kafir countries that leave the Muslims alone. There has never been any kind of problems between the Muslims and Bolivia or Vanuatu, for example.
We can also emphasize how historically the conditions for dhimmis were quite good throughout Islamic history, and how income tax rates are much lower under sharia to make submission a more attractive option to the kuffar.
Also, by protecting and supporting Muslims, and by demonstrating this mutual support to the kuffar, we can also make them more assured that if they accept Islam, they will find a supportive community ready to make sacrifices to come to their defense.
